Haydee Yorac.
Her name is familiar to few.
Quite unfortunate,
because her brilliance as a lawyer and integrity as a public servant should have made her known to many.
Haydee Yorac.
Tough. Uncompromising.
Haydee was a human rights lawyer and outspoken critic of the Martial Law regime.
She was detained by the military for 3 months.
But Haydee continued her human rights advocacy with FLAG, the Free Legal Assistance Group organised
by Ka Pepe Diokno.
She was also a law professor at the State University.
After EDSA 1, Haydee was called to serve in the COMELEC.
As commissioner, Haydee feared no one.
Not even the “warlords” of the south.
Haydee organised contested elections
in far-flung areas of the country.
She was relentless but fair in her mission to clean up the electoral process.
For this, Haydee gained the respect of her peers
including the politicians she had to wrangle with.
She served as commissioner from 1986 to 1991. As chairman beginning 1989.
Untainted by scandal. Incorruptible.
Restoring the trust of the electorate in the poll body.
Until it was again tainted by the “Hello Garci” scandal in 2004.
Long after Haydee had stepped down from her post.
Haydee was appointed to head the National Unification Commission in 1992.

The Parish Pastoral Council for Responsible Voting (PPCRV) is a non-partisan, non-sectarian non-profit organization affiliated with the Catholic Church in the Philippines that works to ensure free, fair and fraud-free elections in the Philippines. The organization has been the "citizens' arm" of the Commission of Elections since 2010.[1] PPCRV conducts the Unofficial Parallel Count of returns after the election.[1]
PPCRV's activity includes advocating for electoral reforms, conducting parallel manual auditing in automated elections, coordinating parishes to conduct poll-watching, providing legal assistance related to elections, reporting of electoral violations, providing voters' assistance services[clarification needed], and voters' education.[citation needed]
